restore_tide_db command not found

In Ubuntu restore_tide_db is provided by tcd-utils package.
tcd-utils is:
tcd-utils are command-line tools for converting Tide Constituent Database (TCD) files to and from other formats. They are used to create tidal harmonics files used by XTide (see the xtide package), such as those found in the xtide-data package.
To fix this problem, we can install more using the command below.
sudo apt-get -y install tcd-utils
