In Ubuntu qpaeq is provided by pulseaudio-equalizer package.
pulseaudio-equalizer is:

This package provides an equalizer sink and an interface to configure the equalizer, qpaeq.
The module is called module-equalizer-sink.
To fix this problem, we can install more using the command below.
sudo apt-get -y install pulseaudio-equalizer
This command might take some time to finish depending on your machine internet connection.
You can also use apt command to install pulseaudio-equalizer.
