ovs-bugtool command not found

In Ubuntu ovs-bugtool is provided by openvswitch-common package.
openvswitch-common is:

openvswitch-common provides components required by both openvswitch-switch and openvswitch-testcontroller.
To fix this problem, we can install more using the command below.
sudo apt-get -y install openvswitch-common
This command might take some time to finish depending on your machine internet connection.
You can also use apt command to install openvswitch-common.
sudo apt -y install openvswitch-common
Or if you have aptitude installed you can use the following command.
sudo aptitude install openvswitch-common
