log4c-config command not found

In Ubuntu log4c-config is provided by liblog4c-dev package.
liblog4c-dev is:
Log4c is a library of C for flexible logging to files, syslog and other destinations.
It is modeled after the Log for Java library (http://logging.apache.org), staying as close to their API as is reasonable.
This package contains the Log4c development files.
To fix this problem, we can install more using the command below.
sudo apt-get -y install liblog4c-dev
