In Ubuntu g-wrap-config is provided by libgwrap-runtime-dev package.

libgwrap-runtime-dev is:

G-Wrap is a tool (and Guile library) for generating function wrappers for inter-language calls. It currently only supports generating Guile wrappers for C functions.

This package contains the development files for the runtime shared libraries.

To fix this problem, we can install more using the command below.

sudo apt-get -y install libgwrap-runtime-dev

This command might take some time to finish depending on your machine internet connection.

You can also use apt command to install libgwrap-runtime-dev.

sudo apt -y install libgwrap-runtime-dev

Or if you have aptitude installed you can use the following command.

sudo aptitude install libgwrap-runtime-dev
