liblinear-predict command not found

In Ubuntu liblinear-predict is provided by liblinear-tools package.

liblinear-tools is:

LIBLINEAR is a library for learning linear classifiers for large scale applications. This command might take some time to finish depending on your machine internet connection.

You can also use apt command to install liblinear-tools.
