In Ubuntu latexencode is provided by python3-pylatexenc package.

python3-pylatexenc is:

Provides a “unicode_to_latex()” function which converts a unicode string into LaTeX text and escape sequences, and a module with a series of routines that parse the LaTeX structure of given LaTeX code and return a logical structure of objects suitable for converting into another format such as plain text. The functionality is also exposed via command-line scripts (latexencode, latex2text, latexwalker).

To fix this problem, we can install more using the command below.

sudo apt-get -y install python3-pylatexenc

This command might take some time to finish depending on your machine internet connection.

You can also use apt command to install python3-pylatexenc.

sudo apt -y install python3-pylatexenc
